Mr. Verma is a retired officer of the Indian Administrative Service of the 1978 batch, Uttar Pradesh Cadre with extensive administrative experience of more than 37 years spanning a wide range of assignments, including 3 years as Secretary to Government of India. He has served at senior positions in the Government of Uttar Pradesh in the State Departments of Health, Finance, Industry, Public Works and others and have done field assignments as District Magistrate and Divisional Commissioner in UP. He was also the Principal Secretary to the Governor of Uttar Pradesh.
He played a seminal role in the successful campaign for eradication of Polio, introduction of free third line treatment for HIV/AIDS patients and the mainstreaming of accessibility issues for persons with disabilities in India. While handling delivery of health services, he was engaged with issues of financing, personnel, creation of infrastructure and extensive co-ordination with multilateral agencies in the field of public health. While in service, he also attended / chaired:-
1) The UNAIDS Program Coordination Board in Geneva, Switzerland at 2013.
2) Indian delegation to Sydney and Manila with regard to eradication of Malaria under the Asia Pacific Leaders of the Malaria Alliance at 2014.
3) Leader of the Indian delegation to the first Global Health Security Agenda Commitment Development Meeting in Helsinki, Finland at 2014.
